INFORMATION_SCHEMA.ROUTINES LAST_ALTERED not changing

Why is the LAST_ALTERED datetime column in INFORMATION_SCHEMA.ROUTINES NOT
changing when I perform a ALTER PROCEDURE statement?
When would it change?
